Sonny Grosso (a former New York cop) and Larry Jacobson produced this one-hour series, set in a nameless city but obviously Toronto from many of the settings – and the streetcars! – and featured two detectives, Scott Hylands as Kevin O’Brien and Jeff Wincott as Frank Giambone, and newspaper columnist Tom Kirkwood, played by Allan Royal, as the scribe whose ‘Night Heat’ column reported their stories of police work on the streets at night. Other regulars in the cast included Sean McCann, Susan Hogan, Wendy Crewson, Clark Johnson and Louise Vallance.

The series was co-produced by CTV and CBS, and debuted on both networks in 1985, late night on CBS (and for five weeks in prime time in August/September 1987) and on Tuesdays at 10:00pm on CTV. In the fall of 1986 CTV moved the show to Thursdays at 10:00pm, where it stayed until succeeded by E.N.G. (q.v.) in September 1989. The show was shot primarily on location.
