On September 19, the CRTC approved the application by Whapmagoostoo Aeyouch Telecommunications Association for a broadcasting licence for a Type A Native-language FM radio programming undertaking at Whapmagoostui, on the frequency 96.5 MHz with an effective radiated power of 10 watts. The licence would expire August 31, 1999. The Commission noted that the station planned to broadcast 35 hours to 41 hours per week of local programming in the Cree language.
