On August 22, the CRTC approved the application by Carrefour jeunesse emploi comté Johnson for a broadcasting licence to operate a French-language FM community radio station at Windsor. The new station would operate on the frequency 98.3 MHz with an effective radiated power of 35 watts. The station would broadcast 104 hours of programming per week, to be produced by the station. It would devote 35.1% of its programming to news (14.5% to local news and 29% to regional news). At least 25% of its programming would be devoted to spoken word (content category 1), with an emphasis on community-oriented spoken word. In each broadcast week, a minimum of 20% of its musical selections would come from content subcategories other than subcategory 21 (Pop, rock and dance). A minimum of 5% of its musical selections would be from content Category 3 (Special Interest Music). The licence would expire on August 31, 2006.
CIAX-FM signed on the air on January 22.
In March, the station was given CRTC approval to relocate the antenna and decrease E.R.P. from 35 to 28 watts.
On August 23, the CRTC approved CIAX-FM’s application to increase the effective radiated power from 28 watts to 426 watts.
On April 3, CIAX-FM received CRTC approval to increase the weekly broadcast time of the station from 104 to 126 hours.
On June 27, the CRTC approved the application by Radio communautaire de Windsor et region inc. to acquire the assets of CIAX-FM from Carrefour jeunesse-emploi comté Johnson.
