On October 16, Radio de l’Epinette Noire Inc. was granted a French language community FM licence for Hearst. The new station would operate on a frequency of 91.1 MHz and have an effective radiated power of 5,460 watts. It would be only the second French-language community radio station outside of Quebec, and the first such station in northern Ontario.

CINN-FM signed on the air on December 5.

The CRTC gave CINN approval to increase ERP from 5,460 to 17,400 watts (5,460 to 28,000 watts Max. ERP), lower antenna height, relocate the transmitter, and change the radiation pattern from non-directional to directional.
