On September 10, the CRTC granted a licence for a Community-based campus FM station to LU Campus Radio Inc. The station would broadcast from Lakehead University on a frequency of 102.7 MHz with an effective radiated power of 134 watts (non-directional). Antenna height would be 38.89 metres. The applicant proposed to broadcast 126 hours of programming during each week, four and a half hours of which would be in French, Spanish and languages of Aboriginal Canadians.

After four years worth of applications and finally being awarded a licence last year, CILU-FM signed on the air March 1 at 12:00 p.m. The station had an alternative, open-format. CILU-FM would be on the air 24 hours a day and broadcast from studios on the second floor of LU’s University Centre building, 955 Oliver Road. The “LU” in the call sign: Lakehead University.

On August 31, the CRTC administratively renewed the licence for CILU-FM to December 31, 2011.
