On November 24th 2000, the CRTC approved an application filed by the Ontario Jockey Club, in partnership with others, for a digital specialty channel to be called The Racing Network, which would be dedicated to Canadian and International horse racing and horse racing related programming, including odds, replays and results. In September of the following year, the CRTC approved a change of ownership, with Woodbine Communications Group being designated as the licensee, and shortly thereafter the channel was launched as HPI (Horseplayer Interactive), as a companion to an online and telephone betting service, also provided by Woodbine Communications.
