CJMM-FM

On July 10, the CRTC approved the applications by 149178 Canada Inc. for new French-language radio services in Rouyn-Noranda on the frequency 99.1 MHz with an effective radiated power of 1,000 watts, and in Val d’Or on the frequency 102.7 MHz with an ERP of 49,400 watts. Competing applications by Communications Nord-Média Inc. and by Normand Roy, representing a company to be incorporated, were denied. 149178 was owned equally by a corporation controlled by Yvon Larivière of Rouyn-Noranda and by Radiomutuel (1985) Limited. Larivière had more than 25 years’ experience in broadcasting, almost twenty of which were acquired in the Abitibi-Témiscamingue region. Larivière stated that he intended to work at the new station on a full-time basis as President and General Manager. The stations would be operated in the Group IV dance music format with equal representation from categories 51 and 52 (pop and rock-softer and pop and rock-harder). The applicant emphasized that this was a new alternative for a major segment of the audience in the 12-to-34 age group, which was inadequately served at present and which constituted 53% of the total population in the central coverage area of the proposed stations. 

CJMM-FM was given approval to increase power from 1,000 watts to 3,000 watts and to relocate the transmitter to a site adjacent to the one authorized in 1987. In that decision, the Commission noted that Cuivor (formerly 149178 Canada Inc.) had not yet completed its negotiations regarding access to and sharing of the antenna site with Radio Nord Inc., the owner of the transmitter site, and with the Canadian Broadcasting Corporation, a lessee of the site. Since these negotiations were unsuccessful, the licensee submitted the present application for a new antenna site having negotiated an agreement with the Quebec Department of Energy and Resources for lease of the site. 

CJMM-FM signed on the air on June 17.

CJMM was given permission to add a transmitter at La Sarre, operating on 92.5 MHz with ERP of 46.8 watts.

Radiomutuel Inc. took full control of Communications Cuivor inc.(CJMM and CJMM-FM-1).

CJMM-FM-1 was granted a power increase from 46.8 to 270 watts.

CJMM-FM-1 was granted a further increase in power, to 349 watts.

Astral Communications inc. purchased Radiomutuel inc. 

On December 19, Astral Media Radio Inc. received permission to increase effective radiated power for CJMM-FM-1 La Sarre from 349 watts to 1,904 watts. All other technical parameters would remain unchanged. Astral indicated that the current ERP of CJMM-FM-1 was inferior to that of other competitive FM stations serving La Sarre. Astral also wished to improve the quality of its signal and include surrounding communities.

In August, Astral’s chain of “Energie FM” stations changed their name to “NRJ” (pronounced Energie in French). The change was part of a licensing deal with NRJ-FM in France.

On August 31, the CRTC administratively renewed the licence for CJMM-FM and its transmitter CJMM-FM-1 La Sarre until March 31, 2012.

On March 20, the CRTC administratively renewed the licence for CJMM-FM Rouyn-Noranda and its transmitter CJMM-FM-1 La Sarre to August 31, 2012. 
On July 10, the licence was administratively renewed to March 31, 2013.

On February 6, the CRTC administratively renewed the licence of CJMM-FM Rouyn-Noranda and its transmitter CJMM-FM-1 La Sarre to August 31, 2013.

On June 27, 2013, after a previous such application had been denied in 2012, the CRTC approved an application by Astral Media Inc. to sell its pay and specialty television channels, conventional television stations and radio stations to BCE Inc., including CJMM-FM.

The ten NRJ stations in Quebec were rebranded as Énergie on August 24. Programming remained Pop Rock hits. CJMM changed from NRJ 99.1 to ENERGIE 99.1 (including CJMM-FM-1 La Sarre).

In February, the CRTC approved an application by CJMM to increase the effective radiated power of CJMM-FM-1 92.5 in La Sarre, from 1,904 to 2,200 watts (average & maximum). Antenna height would be lowered from 68.8 to 61.9 metres (EHAAT). The transmitter would be relocated.

In May, the CRTC approved an increase in ERP for CJMM-FM-1 La Sarre from 2,200 to 6,000 watts. EHAAT would increase from 61.9 to 62.1 metres.
