CKSA brought CTV network service to the area with the establishment of CITL-TV channel 4.

Re-broadcasters started serving the Provost area on channel 5 and channel 6 in Wainwright.

CITL-TV received approval to operate a rebroadcast transmitter at Bonnyville – channel 7 with 10 watts. The transmitter went on the air later in the year.

On August 27 the CRTC renewed CITL-TV’s licence until August 31, 2011. The renewal included the following rebroadcast transmitters in Alberta: CITL-TV-1 Wainwright, CITL-TV-2 Provost and CITL-TV-4 Bonnyville; and in Saskatchewan: CITL-TV-3 Meadow Lake and CITL-TV-10 Alcot Trail. In its application, Mid West made a commitment to continue to broadcast a weekly average of 30 minutes of original local reflection programming on CITL-TV. The local reflection programming would consist entirely of news. The licensee also made a commitment to broadcast, in each broadcast week, averaged over the broadcast year, a minimum of 5 hours of priority programming on CITL-TV originating with CTV’s television network.

On December 22 the CRTC approved the application by Newcap Inc. for the purchase of CITL-TV and CKSA-TV from Mid West Television Ltd. and CILR-FM and CKSA-FM from Sask-Alta Broadcasting Ltd. Mid West was an associate corporation of Sask-Alta. 

The new General Manager/General Sales Manager at Newcap Lloydminster was Tim Weinberger, formerly of Global Edmonton. Former GM Wayne Frolick, who had been away on sick leave, fully recovered but decided to move his vocation in another direction. As well, Brian Labrie’s Regional Retail Sales Manager position was eliminated.

On March 2, the CRTC approved the application by Newcap Inc. to amend the licence for CITL-TV to add a post-transition digital transmitter to serve the population of Lloydminster. The transmitter would operate on channel 4 with an effective radiated power of 9,100 watts (non-directional antenna with an effective height of antenna above average terrain of 220.6 metres). 

On July 12, the CRTC administratively renewed the licence for CITL-DT and its transmitters until August 31, 2013. 

August 31 was the deadline for mandatory market television stations to convert from analog to digital. The conversion of CITL-TV channel 4 to CITL-DT channel 4 (virtual channel 4.1) was scheduled to take place on September 1. On the same date, the station was expected to shut down its rebroadcast transmitters – CITL-TV-1 Wainwright, CITL-TV-2 Provost, CITL-TV-3 Meadow Lake, CITL-TV-4 Bonnyville and CITL-TV-10 Alcot Trail (according to Heritage Canada).

Jacob Zehr became manager of news and information services at Newcap Television Lloydminster on July 1. For the past two and a-half years, he had been the station’s senior anchor. He would continue in that role until a successor could be found.

The CRTC approved an amendment to the licence for CITL-TV Lloydminster, by deleting the transmitters CITL-TV-1 Wainwright, CITL-TV-2 Provost and CITL-TV-4 Bonnyville, Alberta, and CITL-TV-3 Meadow Lake and CITL-TV-10 Alcot Trail, Saskatchewan. 

Jack Haskins, formerly of Newcap TV Loydminister, was now a Sports Anchor/ Reporter at Global Saskatoon. He’s the son of Jim Haskins who runs the CBC Alberta sales team from his base in Edmonton.

On October 23, the CRTC approved an application by Newfoundland Capital Corporation Limited, on behalf of Newcap Inc. and its licensed broadcasting subsidiaries, for authorization to effect a change in the ownership and effective control of various radio and television broadcasting undertakings in British Columbia, Alberta, Ontario, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador, so that effective control of the undertakings would be exercised by Eric Boyko (Stingray Digital Group Inc.). Stingray took ownership of the stations just a few days later.
