CJJC-FM

On October 21, Dennis M. Dyck (on behalf of a corporation to be incorporated) was granted a licence for a low-power specialty FM radio station in Yorkton. The station would operate on a frequency of 100.5 MHz with an effective radiated power of 44.8 watts. Antenna height would be 29.9 metres, and would be located on an Image Wireless tower. The sation would offer a Christian music format. It would broadcast approximately 27 hours of acquired religious programming, as defined in the CRTC’s Religious Policy.  The applicant indicated that the locally-produced spoken word programs aired by the station in each broadcast week would include two hours focusing on the local Aboriginal community as well as programming devoted to the local Ukrainian community. The local programming would also cover teen issues and local sports events. 

CJJC-FM “100.5 the ROCK” signed on the air at midnight, December 19.

The official station launch took place January 2, at 10:05 a.m. 

Studios and offices were located at 395 Riverview Road in Yorkton. 

CJJC-FM received permission to change the location of its transmitter site. The move was required because the tower’s owner (Yourlink Inc.) was moving tower by about 400 metres. Antenna height would remain 29.9 metres.

On December 4, the CRTC denied an application by CJJC-FM to change frequency from 100.5 MHz to 98.5 MHz and to increase average effective radiated power from 44.79 watts to 50,000 watts and increase the effective antenna height above average terrain from 29.9 metres to 118 metres. The Commission considered that CJJC had not demonstrated a compelling economic need for the requested increases in power and coverage area for the station.

On July 14, the CRTC approved the application by 101056012 Saskatchewan Ltd. to amend the licence for the English-language specialty radio station CJJC-FM by changing the frequency and the authorized contours. CJJC-FM would change frequency from 100.5 MHz (channel 263LP) to 98.5 MHz (channel 253B). The licensee also proposed to relocate its transmitter and increase effective radiated power from 44.8 to 50,000 watts (non-directional antenna with an effective height of antenna above average terrain of 118 metres). The increase in power would result in a change to CJJC-FM’s status from that of a low-power unprotected station to that of a protected Class B station. The licensee stated that the technical change would allow it to reach a larger audience and that the expanded listening area could increase its advertising revenues and allow the station to become financially viable.

On August 17, the CRTC administratively renewed the licence of CJJC-FM to August 31, 2013.

In September, the CRTC rejected CJJC’s proposal to remove the specialty FM status and allow the station to drop Christian programming and replace it with a Variety Hits format. The CRTC felt the proposal would have an undue financial impact on existing stations in the area.
