On April 18, the CRTC approved the application by Cochrane Christian Radio for a broadcasting licence to operate an English-language low-power specialty FM radio programming undertaking to provide a Christian music service in Cochrane. The new station would operate at 102.1 MHz (channel 271LP) with an effective radiated power of 37 watts (non-directional antenna with an effective height of antenna above average terrain of 18 metres). Given that the technical parameters approved were for a low-power unprotected FM service, the Commission reminded the applicant that it would have to select another frequency if the Department of Industry so required. CCR was a not-for-profit organization controlled by its board of directors. The new station would offer a Christian Adult Contemporary music format. In each broadcast week, the station would broadcast 126 hours of local programming and 10 hours of spoken word programming consisting of 3 hours of local news, sports, weather and other community-related programming. CCR committed to devote, by condition of licence, no less than 95% of its weekly musical selections to selections from subcategory 35 (Non-classic religious) as defined in Public Notice 2000-14. The applicant stated that it would not broadcast commercial announcements. The licence would expire August 31, 2017.
CFCJ-FM began broadcasting on September 5, from the Glad Tidings Pentecostal Church in Cochrane.
