CKPM-FM

On May 30, the CRTC approved the application by Matthew Gordon McBride, on behalf of a corporation to be incorporated, for a broadcasting licence to operate a new commercial FM station in Port Moody at 98.7 MHz (channel 254A) with an average effective radiated power of 470 watts (maximum ERP of 1,000 watts). The new station would offer a Triple A (Adult Album Alternative) music mix, featuring contemporary pop, world beat and jazz. Minimum 25% category 3 music weekly by condition of licence (Jazz & Blues and World Beat). The target audience: 25-54 years; core 25-44; equal appeal male and female. Canadian content (music): 35% category 2 both weekly and between 6 a.m. and 6 p.m. Monday to Friday category 3; 20% in subcategory 34 Jazz & Blues; 15% category 3 weekly. The station would offer 126 hours per broadcast week of local programming. Spoken word programming per broadcast week: 14 hours 32 minutes. News programming per broadcast week: 3 hours 18 minutes. The licence would expire August 31, 2014.
 

On April 23, the CRTC approved an application to change the technical parameters of CKPM-FM Port Moody by relocating the transmitter site, by increasing the average effective radiated power from 470 to 540 watts (directional antenna), and by increasing the effective height of the antenna above average terrain from -193.2 metres to -155.1 metres. The Commission also extended the time limit to implement CKPM-FM until November 30, 2012. The applicant submitted that it had been unable to implement the original transmitter site because the owner of the site had moved on to other enterprises. As a result, it became necessary to find another transmitter site for the station.

CKPM-FM began on-air testing November 6, then on November 12, the music heard in the tests was switched to Christmas music (Your All Christmas Station!). During this Christmas music phase, John Dave Cannon was hosting mornings and Zane Sampson was doing afternoons. Studios and offices were located at #2-99 Moray Street, Port Moody. 

In September, CKPM changed its branding from CKPM to The Point. The AC format remained in place.

On February 28, the CRTC denied the application by CKPM-FM Radio Ltd. to renew the licence for CKPM-FM. The commission stated the station was off the air and had been for several months. The decision stated: “The Commission is of the view that the station contributes nothing towards meeting the objectives set out in the Broadcasting Act and does not provide a service to the residents of the community that it is licensed to serve. Given the severity and recurrence of the current instances of non-compliance; the station’s history and the licensee’s actions, which clearly demonstrate its poor understanding of its conditions of licence and regulatory obligations, or a lack of willingness to respect them; the licensee’s demonstrated inability to implement the necessary measures to ensure compliance; and its disregard for the Commission’s authority and for its responsibilities as a broadcaster, the Commission is not convinced that the imposition of conditions of licence, the imposition of a mandatory order, a suspension of the licence or a short-term licence renewal would be effective measures. Consequently, the Commission finds that not renewing the licence is the only appropriate measure in the circumstances”. The licence expired March 31.
